WPS payroll for UAE employers: SIF files, deadlines and how to pay unbanked staff
Every UAE employer pays through the Wage Protection System — a SIF file to MOHRE and the Central Bank each pay cycle. How WPS works, what breaks it, and the three ways to run payroll compliantly.

WPS is a wage-payment and reporting system for covered establishments. The UAE Government guide identifies establishments registered with MoHRE and describes applicable exclusions. Check the rules for your establishment and workers rather than assuming that one rule covers every UAE employer or free-zone entity. UAE Government: payment of wages.
How a WPS pay cycle works
You prepare the SIF — a structured file listing each employee, their contract salary and the variable components for that month — and submit it to your approved agent: a bank, an exchange house or a payroll provider. The agent validates the file, debits your account, pays the workers and reports the outcome. Most payroll tools generate the SIF from salary records so it does not have to be built by hand.
What breaks WPS compliance
Validate employee identifiers, salary components, funding and submission deadlines before each pay cycle. Keep the agent’s acceptance and payment records. MoHRE’s current rules describe escalating measures for non-compliance; a malformed file alone should not be presented as an automatic, universal work-permit block. Current government guidance.
Paying workers without bank accounts
For workers without a suitable bank account, compare eligible payroll accounts or cards and confirm who issues them, the fees workers pay and how the WPS agent receives the salary instructions. Account or card provision alone is not proof that the employer’s payment and reporting obligations have been met.
Three ways to run payroll
Payroll software can calculate salaries, generate payslips and prepare payment files. Check the UAE SIF format, validation, submission responsibility and reconciliation support in the exact product and plan.
An HR suite combines payroll with employee records and other HR workflows. Compare required modules, per-employee charges, implementation and who submits the payment instructions; a larger bundle is not automatically better value.
A payroll or disbursement service may operate the payment workflow for you. Confirm the approved agent, responsibilities, funding deadlines, support and evidence of successful payment. Compare a written quote rather than assuming that every service costs more than every software plan.
Check your employment authority and the rules that apply to your establishment and workers, including any exclusions. Do not infer federal WPS coverage solely from a free-zone label. Keep salary instructions, acceptance records and payment evidence. UAE Government WPS guidance.

Zoho’s UAE help names Bank Transfer payment mode and supported work locations as SIF-generation conditions. | File generation is not proof that a bank received the file, funds were available or workers were paid. | Who checks identifiers, prepares the file, approves it and submits it? What are cutoffs and per-worker charges? |
| Worker accounts or salary cards | Provides a destination and access method for eligible workers; compare the issuer and worker charges separately. | A card alone does not establish employer compliance or guarantee that every worker can be onboarded. | For 16 banked and four unbanked workers, confirm the receiving route, issuer, withdrawal fees and rejection process. |
| HR suite / managed service | May bundle calculation, HR workflows and operational support; responsibility depends on the offer. | Do not count a bundled transfer fee twice, or assume that a larger bundle is cheaper. | Request an itemised quote for 20 employees: subscription, platform, submission/transfer, support and one-off implementation. |
Buyer checklist, not a certification of every provider. Zoho software restrictions and legal WPS coverage are different questions.
The government page lists employer exclusions including UAE nationals owning fishing boats or public taxis, banks/financial institutions and houses of worship. Employee exclusions are conditional and include certain court-referred wage complaints, documented unpaid leave and mission permits of no more than three months. Check the complete current list and required evidence; these examples are not automatic exemptions for a particular business.

20 employees: illustrative quote arithmetic
Illustrative inputs, not any provider’s rates: AED 5 subscription plus AED 3 transfer fee per employee per month, AED 50 platform fee and AED 600 one-off setup. Operating fees are 20 × (5 + 3) + 50 = AED 210/month; first-year fees are AED 3120, or AED 260/month including setup. Salaries, taxes and any charges not listed in the example are excluded. Replace each input with the actual quote and remove any component already included in a bundle.

Frequently asked questions
What is a SIF file?
The Salary Information File is the record an employer submits to a WPS-approved agent each pay cycle — it lists each employee, their salary components and the transfer amount. The agent routes payment and the record to MOHRE and the Central Bank.
What happens if payroll is late or the SIF is wrong?
Late or incorrect wage processing can trigger measures under the applicable rules. Check the current MoHRE guidance and your establishment’s position; validate the file, funding and payment outcome with the approved agent. Do not assume that generating a SIF alone proves compliance.
Does WPS apply in free zones?
Confirm the requirements with the authority governing your establishment. Free-zone status alone is insufficient to determine WPS coverage or exemptions.
Can I pay salaries in cash?
For establishments and employees covered by WPS, use the authorised payment and reporting route and retain evidence. Check the applicable exclusions or alternative authorised arrangements rather than assuming a cash payment satisfies WPS.
